What does this kit repair?

The plastic degas fitting at the water pump. It replaces that connection with a threaded metal fitting.

Does the water pump have to come out?

The kit is designed for an in-vehicle fitting repair without removing the complete water pump. Access and suitability depend on the vehicle and pump condition.

Does it fix every water pump leak?

No. This is a degas fitting repair. A leaking pump seal, damaged housing or worn bearing needs its own diagnosis and repair.
